The gap in the city

Short stairs before the escalator. I found this at the Togoshi station of Tokyo Metro.
Such a gap is not so rare in Tokyo, but the stairs seemed too magnificent as if it was natural to be there. However, I could not understand why the stairs was necessary, and I asked a station staff, but he didn’t know either.
Anyway my colleague said “Many old people lives in this neighborhood. So it is for their health.” I am not sure…
